Sixty economies just repriced your imports

The 10% global surcharge that most importers had priced into their models expired, and a new Section 301 framework, the USTR’s (Office of the U.S. Trade Representative) tariff authority for unfair trade practices, took its place the same day, July 24, 2026. It is narrower but more expensive for the countries still in scope. Rather than one flat rate, it sets duty by country and by product across 60 economies in three tiers.

Two of those tiers are simple additions. Seventeen countries carry normal duty plus 10%, and another 38 carry normal duty plus 12.5%, in both cases unless the goods are excluded.

The remaining five run on different math, and this is where we are seeing quotes go wrong. For certain products from the European Union and Taiwan, total duty reaches 10%. For certain products from Japan, South Korea, and Switzerland, it reaches 12.5%. That is a target for the total rather than an add-on, so your HTS code (the 10-digit Harmonized Tariff Schedule classification that sets your duty rate) decides how much you actually owe. The country of origin still sets which ceiling applies, and it remains the first thing to confirm on any entry.

Before you quote another landed cost, four things need checking: the exact manufacturing country rather than the shipping hub, the full 10-digit HTS classification, any Section 232 or anti-dumping duties stacking on top, and whether your product sits on a current USTR exclusion list.
